The new location for municipal offices will be on the edge of the Marmara sea. The site had an existing retaining wall along its rear edge creating a vast disconnect between the city street and the entrance level. The offices are arranged with seaside views along a circulatory spine. This building edge acts as a secondary retaining wall forming a park for the public along the upper street. The building program is folded into the site offering public space in the sheltered enclaves. The public plaza establishes a wide public forum, a clear visual connection to the services provided inside as well as a welcoming gesture from the city. The public edge of the building is lined with public and social functions. A series of office blocks contain separate departments in their own personal zones with access to panoramic views to the outside and garden terraces. Light wells from public gardens provide light and private green zones for the official meeting spaces of the municipal servants.
